I think the rank varies according to different contexts. In the era of limited resources, I would put “Utilities” on top, as architectures mainly serve as shelter to protect people from animals and bad weather; “Firmitatis” comes next because it is meaningless without the “Utilities”; “Venustatis” comes the last since it doesn’t help survive.
However, with abundant resources, some architectures seem to focus on showing off instead of serving their original functions. In this case, “Venustatis” is valued the most, and “Firmitatis” comes the second, to maintain the beauty, while the role of “Utilities” seems to be minimized.
