From Vitruvius’ Triad, I believe firmitatis/stability is the most important. Buildings must accomplish the fundamental requirements before adding the more decorative or aesthetic appeals. However, the decorative elements give the structure itself a unique identifying quality. Therefore, I think venustatis/beauty should be second, with utilitatis/utility being third.
